Textured photo paper was popular in the 60s and 70s and intended to counteract glare, hide fingerprints and give a "canvas" appearance to a photo. But it is the bane of photo restorers because scanning these old photos at high resolution picks up every dimple in the texture as light and dark rectangles which play havoc with details. There is no really effective workaround. If a photo is badly blemished (like the soldier photo above), it can partly disappear in the removal of the blemishes, but that leaves irregularities that need to be smoothed away. I used Topaz AI on the black and white family photo above and it made impressive improvements to the faces in particular but it was very erratic - leaving a lot for the restorer to clean up. The other option is to leave the texture there but if the photo has to be enlarged, the texture enlarges with it. There are "FTT pattern suppression" plugins, but they are tricky to use and it's not clear how well they work in high-quality restorations.
